REACH Annex II Amendment Proposed

The draft text for an amendment to REACh Annex II (Requirements for the Compilation of Safety Data Sheets) has been made available to the public after a positive vote in committee. The draft text requires substantial amendments to Safety Data Sheet format and content.

The draft has two annexes. The first annex, REACH-2010-I, amends SDS requirements effective 1 Dec. 2010 for substances and mixtures subject to dual classification under the old system (DSD/DPD) and the CLP (GHS).

The second annex, REACH-2010-II, amends SDS requirements effective 1 June 2015 to shift to the CLP (GHS) – only classifications.

Key impacts of the proposed regulation include:

  • Required format elements expanded to 16 headers + 46 subheaders (from 16 headers).
  • All Safety Data Sheets are required to follow the new requirements from 1 December 2010 – for both substances and mixtures. This is expected to be amended before the text is adopted as final.
  • Clarifies that the REACH registration number final digits, identifying the supplier, may be omitted, except by the registrant(s).
