Thailand Adopts Globally Harmonized System of Chemical Hazard Communication (GHS)

Thailand has adopted the GHS. The Thai Ministry of Industry published the law, The Classification System and Communication of the Hazards of the Hazardous Substance 2555 BC, on 12 March 2012.


The law adopts all building blocks or GHS according to Rev 3, and provides a 1 year phase-in for substances (until 13 March 2013) and 5 year phase-in for mixtures (13 March 2017).


Table 1 of the law provides the criteria for classification of hazardous substances or mixtures and the hazard communication elements. In summary:



  • All building blocks are adopted.

  • The mixture rule thresholds are adopted according to the standard thresholds (following EU, Japan, Korea, etc) and do not apply the so-called “compromise” thresholds used by US OSHA.

  • The standard GHS hazard communication elements are adopted.

Table 2 outlines the information required in the SDS. Therefore, an SDS complying with the SDS format established in the UNECE Model GHS text, known as the "purple book", will comply with the Thai law.



  • Provisions translate the GHS Purple book without adding more detail.

  • There are no references to specific Thai control parameters for section 8. It is good practice to display the OELs listed by authorities respected in each country on the SDS provided to users based in that country.

  •  The law indicates that health, safety or environmental regulations should be referenced in section 15 of an SDS, but does not specify Thai regulations that must be considered for addition to section 15.
